CIVL Bureau 2022 meeting sum up

The following items were discussed:

 

2023 Plenary, Porto, Portugal

The open meetings and official sessions are confirmed in Porto on March 2 to 5. The Autumn Bureau meeting took part in the future plenary location. It is very satisfactory. It will be a hybrid meeting, both online and physical. Delegates are encouraged to participate physically, as so much always happens outside the official sessions.

Category 1 Events

CIVL Officials

In all disciplines, Jurors and Stewards for coming events were chosen. These nominations are subject to changes.

In all disciplines, we want the steward to be more active before the event and to have the power of decision during the event. A change in our Section 7 is required and will be proposed to the plenary.

In XC, it will be proposed to the plenary that the scorer is appointed by the CIVL and that he/she will receive stipends from the CIVL.

In Accuracy, the same could happen for the Chief or Event judge, but we are not ready to make a proposal.

In Aerobatic, the same could happen for the cameraman, but we are not ready to make a proposal.

Cat 1 Managing File

It describes for each discipline the precise process and work to be done by the CIVL officials and administrator. Work in progress.

Cat 1 Documentation

Templates for local regulations are being updated. So is the “Jury & Steward Pack” that collects all needed documents.

Cat 1 Organiser Agreement

The current OA is not fit for purpose. The CIVL is not signing it anymore. We are waiting for a new one. Work in progress since the beginning of the year. We have not been involved, although we required it many times.

Safety

Ambulance requirements must be defined more precisely.

There is a FAI project to review the “FAI Guidelines in the event of casualties or serious accident”.

 

Cat 2 Events

Bureau will propose to the plenary that pilots without Sporting Licence will not be ranked in the WPRS.

Pilots without Sporting Licences will be reminded of their obligation to hold a valid FAI Sporting Licence before the start of the event and warned of the consequences.

Bureau will propose to the plenary that pilots, in any event, must be registered in the CIVL Event Managing System before the start of the event.

The issue of holding events in countries with no NAC was discussed.

 

HG &PG XC

XC Software: Airscore is operational and has been used here and there. Some adjustments are needed in the calculation of the leading points referred to the Working Group for finalisation.

There is currently no satisfactory way to analyse and penalise cloud flying. More work is needed before a proposal is pushed to the plenary.

Bureau will propose to the plenary a simplified rule forbidding any infringement inside the restricted airspace, with no gradual penalty.

In PG equipment the questions of availability and avoiding rigidification were studied.

 

PG XC 2025 World Championships Working Group

It was created in the wake of the 2022 plenary to see if organising separate Team and Women championships were a possibility. No consensus was found for any change.

 

PG Accuracy

The current PGA scoring application is being updated.

A new video target system is being developed to measure the landing and reduce the need for a large judging team.

PGA Improvement Working Group has been working since Plenary 2022. It has been expanded and proposals to the plenary are expected.

Judging training, judges’ lists, the status of Chief and Event judges, and judging issues were discussed and referred to the proper Committee and Working Group.

 

PG Aerobatic

A new Software system is being used and needs further development.

Judges training, use of an official CIVL cameraman, flying over ground were discussed and referred to the Committee.

 

Sporting Code

A new version of General Section will be in place by January 1, 2023. There are important changes and our specific Section 7 will need a bit of rewriting.

Bureau discussed describing more precisely Cat 2 events in Section 7.

 

Finances

The original CIVL  budget shows a deficit of €50k or so. This is not sustainable.

The Bureau discussed at length how to reduce expenses (not really possible) or increase revenue. It was agreed to propose to the plenary to

  • Raise the Cat 1 sanction fee from €4.5 to €9 per pilot per day. Applicable in 2024.
  • Raise the Cat 2 sanction fee from 1.5 to  2.5 times the entry fee, with a minimum of €60 instead of €50. Applicable in 2023.

This will allow the 2024 budget to be balanced.

 

FAI/CIVL Financial Issues

Day-to-day visibility on our account has been asked to the FAI and was refused. CIVL Officials are still not always getting paid in a timely manner for some of their expenses. Both issues to be addressed again with the FAI.
