We, as your Bureau, reacted to what we felt was a very reasonable request from a Committee -  subsequently we realised we had made an error as you will see from the context of the new IBD. 

Rather than allow a rule to be broken (even though the intent of the rule was not) we decided to continue as we had resolved at our first meeting - to be completely transparent and clear in all we do.  So, with apologies for any inconvenience this revarsal may cause, we have issued the revised  IBD no. 5.

We have also asked the committee to look at the rule and make any proposal to modify it for this type of situation for consideration at the next Plenary.
